Upload Low Resolution Images in Background

When Drivers are in a weak cellular service area, it can take a few minutes for the Low Resolution images of the pictures they took during pickup or delivery to upload through cellular data. 

To prevent the drivers from having to wait until those Low Resolution images are uploaded to Dispatch Science to close the stop, the images will be sent in the background so the stop will be closed faster regardless of the service strength.

When a rank is used on the Extra Fee in Dispatch Science Extra Fee Schedule, the order will be matched on the list of Extra Fees in the Driver App for the order.

Improve how Stops are Loaded

The way the stops are loaded on the Driver App has been improved. This will speed up the load for the Driver.
