Attributes are added on my order created from an order template with no attributes

Order templates created after July 2021 will inherit the attributes from the account when created but those attributes can be unchecked. Order templates that were created before July 2021 will have a Null value in its attribute list

Orders created from order templates created before July will automatically inherit the account's attributes. 

Orders created from order templates created after July will inherit the attributes setup on the template. If no attributes are selected on the template, no attributes will be set on the orders.

If you wish to remove the automatic inheritance of the attributes in older templates, simply edit the attribute section on the order template and save.
